Ms. Julie Heller is currently serving as the Executive Director of Navy Region Mid-Atlantic. She is the senior civilian and advisor for Shore Installation Management to the Regional Commander. She directs the integration of resources and business planning for shore programs region wide while developing policy and strategies to optimize utilization of over $1.2 billion of Appropriated (APF) and Family Housing (FHN) funds.
Ms. Heller previously served as the Comptroller for Navy Region Mid-Atlantic. She was the principal advisor to the Region Commander for financial management, responsible for the full range of comptroller functions including budgeting, accounting, and financial policy.
She served as the Comptroller at Naval Facilities Engineering Command, Europe, Africa, Southwest Asia in Naples, Italy, from 2014 to 2017. She provided financial oversight, budgeting, and execution for the command’s military, US civilian, and Host Nation personnel throughout the region including Poland, Romania, Spain, Greece, Italy, Bahrain, and Djibouti.
She also served as the Comptroller at Naval Facilities Engineering Command, Mid-Atlantic from 2010 to 2014. She was responsible for the financial management of the $600M Navy Working Capital Fund and $150M General Fund resources of the Command. She provided leadership and community management to the financial management teams providing budget and accounting services
Her career experience includes financial management assignments at Naval Facilities Engineering Command, Atlantic; Navy Public Works Center, Norfolk; and the Fleet and Industrial Supply Center, Norfolk. Ms. Heller began her career in the Navy Financial Management Trainee Program.
Ms. Heller earned a Bachelor of Science degree in Business Management from Bradley University and a Master’s in Public Administration from Troy State University. She is a Certified Defense Financial Manager (CDFM) and is DoD Financial Management Level III certified. She is a recipient of the Navy Superior Civilian Service Award and the Navy Meritorious Civilian Service Award.
