Defense Biometric Identification System (DBIDS)

On April 17, 2018, the Navy began transitioning all vendors, contractors, sub-contractors, suppliers and service providers seeking base access to Defense Biometric Identification System (DBIDS). The transition applied to installations in the continental United States, Hawaii and Guam.

Common Access Card (CAC)

CACs are issued to all active-duty military members, reserve, National Guard, DoD civilians, non-DoD/other government employees, and state employees of National Guard and eligible DoD contractors who need access to DoD facilities or DoD computer network systems.

CACs are issued at ID card issuance offices.  The RAPIDS Site Locator provides a listing of those offices.  Some ID card issuances offices offer appointments using the Appointment Scheduler.

Taxi and Limousine Companies Access

Pursuant to the Memorandum of Agreement between Commander, Navy Region Mid-Atlantic and the Navy Exchange (NEX) Service Command, the NEX is the single-source coordinator for taxi and limousine access badges to enter the bases in the Mid-Atlantic Region.

The point of contact is the NEX general manager at Naval Station Norfolk, (757) 440-2050. The application and fee payment may be delivered to Bldg. CD-13, Second Floor, Monday through Friday, 9 a.m. thru 3 p.m.
