Commander William D. Dougher

Cmdr. William Dougher is a native of Glens Falls, New York. He graduated from Queensbury High School in June 1991. Upon completing basic training in September 1991 at Recruit Training Command, Great Lakes, Ill, Dougher reported to USS Roanoke (AOR-7) Deck Department as a non-designated Seaman. After choosing the rate of Boatswain's Mate, he continued his enlisted career onboard USS John Young (DD-973), Fleet Training Center San Diego, as a rescue swimmer instructor and USS Pearl Harbor (LSD-52), where he was promoted to the rank of Chief Petty Officer in September 2001.

After being commissioned under the Limited Duty Officer/Chief Warrant Officer program in November 2003, Ensign Dougher reported to USS Detroit (AOE 4) as the Replenishment at Sea Boatswain. Follow-on officer tours included serving as the Ship’s Boatswain on USS Tortuga (LSD 46) and USS Fort Henry (LSD 43), Assistant First Lieutenant on USS Bataan (LHD 5), SURFLANT Training and Readiness Department, First Lieutenant on USS Arlington (LPD 24) and USS Abraham Lincoln (CVN 72), Port Operations Officer Norfolk Naval Shipyard, Deck Functional Area Inspector with the Board of Inspection and Survey and Officer in Charge of Naval Munitions Command Atlantic Detachment Yorktown.
 
Dougher is currently the executive officer of Joint Expeditionary Base Little Creek-Fort Story.
 
Dougher has participated in nine overseas and two surge deployments, earning him three Meritorious Service Medals, a Joint Commendation Medal, nine Navy-Marine Corps Commendation Medals, three Navy-Marine Corps Achievement Medals, and numerous unit and service citations.

He earned a Bachelor of Science in Business Management from the University of Maryland University College.
