Dr. Alexander K. Gray is the Installation Executive Director (IED) for Joint Expeditionary Base Little Creek-Fort Story. He serves as the CO’s Senior Civilian, principal advisor on matters of Base Operating Support (BOS), Shore Installation Management (SIM) and program management readiness integration. As the Executive Director, Dr. Gray serves as the senior financial manager and advisor to the CO on financial transactions and program execution for the command’s budget. He monitors program performance management, data collection, trend analysis, and Continuous Process Improvement (CPI). Dr. Gray articulates analysis on impacts of resource and manning changes to readiness and further develops risk assessments and courses of action integrating all program lines.
As the Executive Director, a large part of Dr. Gray’s duties includes monitoring business practices for all Region programs at the Installation level and he identifies problem areas and resolutions with coordination through Region programs, Installation Program Directors (IPDs) and Regional Program Directors (RPDs), Program Managers (PMs) and other activities. He compiles and analyzes command service agreements (GT&C’s, MOUs, MOAs) for consistency and validity, and reviews and coordinates inputs from Installation Program Directors (IPDs) to ensure that an integrated installation approach is applied for all matters. Dr. Gray is also the Joint Base Coordinator for the Installation and provides liaison with the United States Army Installation Command for all Joint Base matters via the Deputy Joint Base Commander.
Dr. Gray began his career in 1977 as a Marine Corps Reservist, in 1980 he transitioned to Active Duty and in 1995 transitioned to Warrant Officer. In 2007 Dr. Gray retired from the Marine Corps and began his Federal Civilian Service that same year. Prior to joining Joint Expeditionary Base Little Creek-Fort Story, Dr. Gray worked for the United States Marine Corps, specifically, at Camp Lejeune North Carolina as the Government and External Affairs Officer, and was actively involved in Renewable Energy and its impact to Military Installations. The current model for vetting Solar Farm submissions from Solar Developers in the Marine Corps Installations-East Area of Responsibility was designed by Dr. Gray and is currently still in use for Solar Farm vetting. Prior to working for the Marine Corps, Dr. Gray was employed at the Submarine Force Atlantic, Headquarters.
Dr. Gray liaisons with Region N1 in support of the CO to ensure personnel guidance and directions are provided to the workforce. He received his bachelor’s degree from Thomas Edison State University, a dual Master’s Degree from Webster University and completed his Doctorate degree from Nova Southeastern University.
Dr. Gray’s dissertation, “The Experiences of Women in Combat”, offers a unique look at a gender study on the life experiences of women in the military who were deployed to Iraq and Afghanistan. Dr. Gray has been an active volunteer as a Court Appointed Special Advocate (CASA) in Hawaii, and a Guardian Ad Litem in North Carolina and has spent numerous hours in the community assisting disadvantaged children. Regardless of what is going on in a person’s life, Dr. Gray always voices solutions that help others to realize that obstacles are merely stepping-stones on the road to success.
