CAPT Ramsey is a native of Moyock, North Carolina. He graduated from North Carolina State University in 2003 with a Bachelor of Science in Civil Engineering and a Bachelor of Science in Architecture. He was commissioned through Officer Candidate School in Pensacola, FL in December 2003. He earned a Masters of Civil Engineering from North Carolina State in 2015 and a Masters of Military Studies from Marine Corps University in 2016.
CAPT Ramsey’s operational tours include: 22nd Naval Construction Regiment, Future Operations Officer, deployed to Afghanistan. Naval Mobile Construction Battalion 74, Officer-In- Charge Det CJSOTF-A, deployed to Afghanistan. Provincial Reconstruction Team Farah, Engineering Officer, deployed to Afghanistan.
Other assignments include: Public Works Officer, MCB Camp Pendleton, CA. Joint Staff J45 Engineer, serving on the CJCS Crisis Management Team for 2021 Afghanistan NEO. NAVFAC HQ, Executive Assistant to the Commander. NAVFAC HQ Current Operations Officer. PWD Patuxent River MD, Facilities Engineering & Acquisition Director. Naval Construction Group TWO, Future Operations Officer. 22nd NCR, Training Officer. Naval Mobile Construction Battalion 74, Assistant Training Officer, Charlie Company Commander. PWD Naval Base San Diego, Construction Manager. NAVFAC Southwest In-House Design Team, Intern Architect.
CAPT Ramsey has served in units that were awarded the Presidential Unit Citation and the Joint Meritorious Unit Commendation. His personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal (two awards), the Navy & Marine Corps Commendation Medal (five awards), and the Navy & Marine Corps Achievement Medal.
CAPT Ramsey is designated as a Seabee Combat Warfare Officer, a member of the Defense Acquisition Corps, a registered professional engineer in the State of North Carolina, and is a member of the Society of American Military Engineers Society.
