COMMANDER STEPHEN D. BROWN

Hailing from Boston, MA, Commander Brown enlisted in November 1993 under delayed entry and reported to Basic Training in February 1994.  He completed Basic Training in April 1994 at RTC, Great Lakes, IL, and then shifted to NTC for Seaman Apprenticeship training.  In May 1994, he reported to USS DIXON (AS 37), homeported in Point Loma, CA, where he served in 3rd Division in the Deck Department. 

In December 1995, he was transferred to USS HARRY W. HILL (DD 986), homeported in San Diego, CA, where he served in Deck Division, where he earned his ESWS insignia in 1998 and completed two deployments. 
 
In May 1998, he transferred to NAVAL SUBMARINE SUPPORT FACILITY NEW LONDON, in Groton, CT, and served in the Riggers Loft and Weight Test Shop.

His next duty station was aboard USS EMORY S. LAND (AS 39), a submarine tender homeported in La Maddalena, Sardinia, Italy, where he was the Leading Petty Officer of the Riggers Loft from March 2002 - March 2005 and completed two deployments. 

His next assignment was at NAVAL STATION NORFOLK, VA where he reported in April 2005 to the Port Operations Department, serving as a Dockmaster.  In July 2005, he was selected for Boatswain’s Mate Chief Petty Officer and was promoted to Ship Scheduler for the Mid-Atlantic Region.  In February 2006, he was selected for the FY 2007 LDO/CWO in-service procurement program and, on October 1st, 2006, he was commissioned as a Deck Limited Duty Officer Ensign and reported to OTC Pensacola, FL, for training.

In November 2006, he reported to USS MESA VERDE (LPD 19), homeported in Norfolk, VA, where he served as the Ship’s Boatswain, SAR, Crane, MHE and Corrosion Control Officer, where he earned his OOD (U/W) qualification and SWO insignia in 2008. 

In December 2009, he reported to ASSAULT CRAFT UNIT FOUR, where he served as LCAC Detachment OIC and Assistant Operations Officer, and earned his OIC insignia.  In April 2011, he was promoted to Operations Officer for 39 LCACs and 382 Sailors.  In February 2012, he reported to NAVAL STATION NORFOLK, Port Operations, where he was the Scheduling Officer for 64 homeported ships.  In June 2014, he reported to USS NEW YORK (LPD 21), homeported in Mayport, FL, where he served as the First Lieutenant and completed a combat deployment as a part of the IWO JIMA Amphibious Ready Group.

In February 2016, he transferred to SOUTHEAST REGIONAL MAINTENANCE CENTER, Mayport, FL, where he served as the Code 910 Product Family Officer and Assistant Repair Officer.  In January 2017, he was elevated to the position of Repair Officer.  In May 2017, he terminated shore duty and reported to his next assignment onboard USS JOHN C. STENNIS (CVN 74), homeported in Bremerton, WA, and Norfolk, VA, where he served as the First Lieutenant and completed an around-the-world combat deployment.

In July 2019, he transferred to COMMANDER, NAVAL SURFACE FORCE, ATLANTIC, Norfolk, VA, where he served as the Force First Lieutenant.  In January 2022, he reported to USS THEODORE ROOSEVELT (CVN 71), homeported in Bremerton, WA, and Coronado, CA, where he served as the First Lieutenant.  In June 2023, he transferred to COMMANDER, NAVAL SAFETY COMMAND, in Norfolk, VA, where he served as the Lead Deck Assessor.  In January 2025, he terminated shore duty and transferred to USS DWIGHT D. EISENHOWER (CVN 69), homeported in Norfolk, VA, where he served as the First Lieutenant.  In June 2026, he assumed the position of Executive Officer for Naval Support Activity, Hampton Roads.      

He is entitled to wear the Meritorious Service Medal (two awards), the Navy Commendation Medal (nine awards), the Navy Achievement Medal (four awards), the Good Conduct Medal (four awards) and various campaign, unit and service awards.
