Captain Craig E. Litty became the 54th Commanding Officer of Naval Submarine Base New London in Groton, Conn., in September 2025.
While the installation’s history dates back to 1868, Naval Submarine Base New London was designated the Navy’s first, permanent continental Submarine Base in June 1916. Today, the base occupies more than 680 acres straddling the communities of Groton and Ledyard, Connecticut and serves as home to more than 70 tenant commands and 16 attack submarines.
Captain Litty, a native of House Springs, Missouri, enlisted in the Navy in 1992 as a Hospital Corpsman.
He earned a Bachelor of Science from University of North Florida in 2001 prior to his commissioning at Officer Candidate School. He obtained a Master of Arts in International Relations from Naval War College in 2012.
At sea, Litty completed his division officer tour onboard USS SAN FRANCISCO (SSN 711), served as Engineer Officer on USS BUFFALO (SSN 715) and as Executive Officer on USS NEW MEXICO (SSN 779). He commanded USS SOUTH DAKOTA (SSN 790) from November 2018 through September 2021.
Ashore, he served as Flag Aide to Commander, Naval Forces Marianas, as Engineer Officer for COMSUBRON FIFTEEN, as a Department Head at Undersea Warfighting Development Center and as Branch Head for Integrated Undersea Surveillance Systems for the Director, Undersea Warfare Division (OPNAV N97).
CAPT Litty most recently served as the Director of Training at Naval Submarine School in July 2023 to July 2025.
Litty’s personal decorations include the Legion of Merit, Meritorious Service Medal (five awards), Navy and Marine Corps Commendation Medal (five awards), Army Commendation Medal and Navy and Marine Corps Achievement Medal (three awards), as well as other unit and campaign awards.
