Joint Land Use Study

The cities of Virginia Beach, Chesapeake and Norfolk joined with the Navy and Department of Defense in July 2004 to develop a Joint Land Use Study. It has been adopted by all three cities. Although the recommendations contained in the JLUS are not totally aligned with the OPNAVINST, they do allow for rezoning of key tracts of land in the Inter-Facility Corridor – land between Oceana and Fentress. This will limit further development in elevated sound and accident potential zones.
